As programmes such as the Indonesian DGK project demonstrate, technological excellence and world-class engineering alone are not enough. Companies also need access to adequate infrastructure, suitable port access, assembly and testing facilities, and the ability to secure these within reasonable timeframes to support the production of advanced underwater systems domestically.
